The Global Environment Facility (GEF): The financial organization which granted US$ 3 million for the Regional – Governance and Knowledge generation Project, under the “international waters” window.

The World Bank: The project’s executing agency. The World Bank is responsible for supervising the project.

Plan Bleu: The project’s implementing agency. The GEF Grant will be entirely managed by Plan Bleu without prior allocation to Beneficiaries, sectors, or activities. Plan Bleu is responsible for managing the Project funds and all related financial transactions.



Co-financing Partners

In-kind contribution for a total amount of US$ 710 000 is provided by other donors in parallel to the GEF Grant, and it financed different activities than those financed by the GEF Grant.

The Marseille Center for Mediterranean Integration (CMI): US$90 000 in conference rooms, equipment such as video-connections, and other logistic arrangements such as translation services
The French development agency AFD: US$200 000 in staff working time and missions costs
The European Investment Bank (EIB): US$30 000 in staff working time and missions costs
The French Ministry of Ecology, Sustainable Development, and Energy: US$80 000 in staff working time
Plan Bleu: US$300 000 in staff working time and consultants
